I was born an raised in FL (probably why I like the heat), not too far from where John lives so while the surface temperature in the Gulf does approach 90F in late summer I can say it's still refreshing. On the east coast of FL where I now live the temperature maxes out at about 86F. A little more refreshing. Also less variation in temperature on a yearly basis...only down to about 72F in the winter...which is about as high as the sea water temperature gets off San Diego on a hot year. South of Point Conception the water temperature will breifly drop into the high 40s during a period of upwelling. North of Point Conception lows in the 40s are all to common. A little too refreshing for a dip...
Anything under 80 and a wet suit is nice.
