"Smaller holdings" could be taken to mean:-

1. They apparently have just been informed secretly by Freeport that there is now much less gold at Busang. And so they are now not as keen as before to keep their entire LOOT;

2. They are attempting some damage-control public relations
now that they realise the fear they have created (by their bullying tactics and grasping tendencies) will cause many foreign companies to pull up stakes and explore elsewhere. Which of course will be bad for Indonesia. Also, with an election in the offing, Ida Bagus Sudjana would like his image in his country to be as good as possible.

Of the two scenarios above, I prefer #2.
