There's a reason welfare exists, and it's not 100% compassion, no matter what they might have taught you in high school. If you literally have part of a population that cant afford food, and cant afford housing, you better either hope they die quietly in the street corner- or else when they get hungry enough they're going to break down the doors of the people who DO have food. Its cheaper just to pay for some grub than replace doors and have security guards everywhere.
