I think your problem is that you have fixated on OADMs. There is NO all optical ADM. The ADM function is performed electrically. A limited function device, say a framer, can take, in conjunction with a optical receiver (a APD or a PIN photo diode) the electrical resultant bit stream, find and present the overhead Bytes to the world, and ignore the payload. That is a dumb framer and quite limited but it works in the electrical domain. optical-electrical. To massage the overhead and stick it back so photons can enter some fiber, requires electrical-optical and in conjunction with a laser transmitter (usually). No wonder folks get confused, as in FUD.
