I read a posting in the past week from a ute programmer in NZ that indicated all NZ utilities to the best of his knowledge used NZ local time. No need to use any other time for their purposes (unlike other utes which may use GMT/UTC or entites that use embeds and have a need to access and integrate systems globally.)

This morning I was on line with a U.S. ute programmer who felt those countries that had rolled and had not experienced utility problems weren't necessarily in the clear as embedded systems often take time to degrade...days to a month plus in some cases.

...As though this were all about utility failure anyway.
