C-Span Blames Signal for Blackout

WASHINGTON ?? First lady Hillary Rodham Clinton, architect of millennial festivities a year in the making, was about to claim her spotlight today when coverage on C-SPAN burped and went black.

While news reports on other stations declared smooth technical sailing in countries that had already tipped into 2000, C-SPAN's black screen marked the second time the cable station lost its feed of noontime opening ceremonies for the "America's Millennium" party put together by Clinton's White House Millennium Council.

A "garden variety signal problem" ? not the Y2K bug ? was to blame, a C-SPAN official said.
