C-Span Blames Signal for Blackout The Associated Press Friday, Dec. 31, 1999; 1:40 p.m. EST WASHINGTON ?? First lady Hillary Rodham Clinton, architect of millennial festivities a year in the making, was about to claim her spotlight today when coverage on C-SPAN burped and went black. While news reports on other stations declared smooth technical sailing in countries that had already tipped into 2000, C-SPAN's black screen marked the second time the cable station lost its feed of noontime opening ceremonies for the "America's Millennium" party put together by Clinton's White House Millennium Council.
