Your clarification made me think that you have finally given me a good way to describe what XML is like ...

XML is much like SQL ... it is a language that can be used to express and define something - information.

XML is not an "access protocol" and it is not the best way to store data or information.

SQL is a language that can be used to express a "query" or "command" or other interaction with a database.

SQL is not an access protocol and it is not the best way to store data or information.

Both are examples of basic ways to "encode" information ...
