Russ - You mention that you are using a 56K modem. As you know, the standards for 56K have been evolving and it was only recently that the 2 competing standards converged. As a result, not all sites are fully compatible, especially ISPs who may have had a number of older 56K modems on line. These modems automatically "retrain" to achieve the highest connection speed. You may be seeing the effects of the modem attempting to get a faster connection and "fighting" with the modem on the other end. Updating the software you are using to connect could help.
