I don't think so.
Just because the stock was .20c for months does not mean there was a short position.
Remember Bno as a High Flyer on the coatails of Bre-X
You could have shorted Bno years ago only to cover your position now.
When you short a stock there is no time limit when you have to cover.

This is a Real Pump&Dump like Some said on Mmi as well.
