To all - ever since the whole Russia "meltdown" in late 1998, I have wanted a bet on Russia "getting its act together." I owned some shares of Leap Wireless (LWIN) for a while. LWIN has wireless phone systems set up in parts of the former Soviet Union. This seemed great -- until LWIN wrote off their entire investment, due to "financial irregularities" being committed by their Russian partner. I think CHAR "fits the bill." Jon.
