Rudedog's explanation is correct. The problem is with too many programs running at once. Dell never loads their computer with extra TSR(terminates-stay-resident) programs. They routinely put only Windows, Office, browsers and probably some ISPs on their computers. Of those, only a few will be activated.

CPQ, along with HWP and Sony always have a bevy of extra programs, many of which may be TSRs. For people who have Windows 98, the solution is easy. Go to Run Program on Start menu and type Msconfig. This will let you uncheck all the programs that start at bootup. CPQ techs can help with determining the necessary programs. I know because I have done it with a Sony Vaio notebook computer when processing was bogged down.
