This reminds me of a funny story about a great manager once.

Some of the airlines were offering cash-back for flying a certain number of flights, the credit showed up on your cc.

When this policy was announced the personnel dept immediately sent out a blurb that no one was to fly that carrier, since there was the possibility that people would book at higher prices just to get the cash (which was pretty stupid since it was such a tiny $$ but whatever). The CEO of the company immediately posted to the entire company that to ignore the personnel restriction and take whatever flight was best irrespective of the payback or perk involved.

Moral of the story, sometimes you have to trust your staff to do whats best regardless. And many times, the perks aren't worth policing. (this is a pvt industry example, not related to governmental bribes).
