Let us revisit the ZD article. This is a bit humorous. In your post you mention subscribers while the article and the PR talk about users. If you will allow me, I would like to suggest that there is a huge difference between user and subscriber and a huge difference between a personal user and a governmental user. In this case a user is most likely one goverment employee talking with another government employee on govermental time for a govermental purpose. Hardly people at home buying goods and services. Furthermore, and just for discussion purposes,if one thinks about internet use in the United States you need to be wired or connected somehow, and either subscribe or have a free internet service sponsored by advertising. Is there anyone on the planet who thinks that China will be wired or have the infrastructure for wireless and have paid subscribers or free based on advertising anywhere in the lifetimes of most of us? The aforementioned business model(s) have not suceeded in in the US so far let alone third world countries. With that said I just wanted to point out that there is a big difference between a subscriber and a user and an equal major difference between a free maket in a developed country and a largely communist country which is third world in nature.
