A similar occurrence took place at the US Govt NBS/NIST where the national clock and synch reference is maintained, although I haven't gotten a full account of the specifics yet. Supposedly, a glitch took place at midnight which affected the Internet's NTP (network time protocol) touching off erroneous time stamping and synch signals during the rollover. I'm still waiting for the final scoop on that one. Some have speculated that it was merely a problem with congestion as a deluge of "show time" requests were received. Others reports were not so forgiving.
