WCII has licenses at 38Ghz, and NXLK at 28GHz.
Can't roll out a system without FCC licenses.
WCII focuses on 38Ghz because the FCC used to
nand these licenses out for free, whereas NXLK had
to put up about $800M for the combination of
the Nextband licenses and the WNP licenses.

It is not true that the cell density increases
dramatically between 28 and 38Ghz. Antennas of
the same physical size have bigger gains at higher
frequencies. Other factors come into cell planning
such as landscape topology (buildings, etc).
