a. No Contracts are being traded for months other than Feb 2000. This has been the case for months. What does it mean ?

The stock fell below $5/share in Feb (or so) last year. Once that happened, and once the stock decided to stay below $5/share the decision was made to stop offering options on the stock. In May of last year the February options were issued, so the decision to stop offering options was probably made in August when the stock was below $3 and seemed likely to stay that way.
