Excuse me but how is this different than every major brokerage in america, when they receive an order from a large insider or institutional holder who wishes to sell a giant block of shares? The brokerage issues a "strong buy" reitteration as a matter of course. It's absolutely the normal procedure. I guess pumping and dumping is only illegal if you're a small-fry. If you're a big company, then you are a prospective employer for the SEC fraud division worker bees who want a lucritave job after their public service stint.
