Yes, but ADRs derive their value from the value of the underlying foreign securties. When you buy SIFY in the U.S. you are not buying stock. You are buying an ADR that derives it's value from the uderlying foreign stock. SIFY's foreign securities (the stock in India) is not spliting 4 for 1.
