Actually the Fed is empowered to govern the national assoc. of banks and to regulate the rates at which bank reserves are maintained and this is done through three mechanisms. Open Market,Discount Window and Fed Funds Rate. No real mention of Security markets in their charter. But hey you are probably a big government cradle to the grave pro choice liberal anyway. So why am I surprised if you allow the various agencies of the gov't to over reach their charter. JFD
