'houses' are the Wall Street firms that according to Voltaire control almost absolutely stock price movement. His theory is that the 'houses' will never let the stock market go too low because that will cause too many loses to their inventory of stocks.

Crazy, but very effective in this market, since it matches the market's rationality -- at least until now.
