It is not the result of careful analysis; it is the result of what I call "scoping studies", a deliberately different approach that yields wildly different results from traditional analysis, frequently it very inaccurate but often closer to correct than traditional analysis when some wild changes are under way that thwart the traditional approach. BTW, the "lemmings" or "penguins" appear to know nothing of this approach. Regards, DARBES
