As a student of government you should look into the Twin Cities experiment in regional government, the Metropolitan Council. You might love it but I think it's horrendous. This unelected body now has the power to levee some taxes. They decide who can and cannot connect into the sewer system so decide what land will be developed and what remains fallow. They run the transit system. etc. etc. etc. Actually, everyone should be aware of it. It is the statist planner's dream and it may be coming to a town near you soon.
