Let's spell this out r-e-a-l c-a-r-e-f-u-l-l-y:

SI is not all about "free speech." This portion of SI is about discussions pertaining to the topic specified in the topic heading. This is to allow people the freedom to concentrate on the issues that concern them. If I want to read about Microsoft's stock price, I can read it in the Microsoft How High thread. If I want to post about Microsoft's stock price, I can post it in the Microsoft How High thread. Thus, speech is curtailed in the sense that it is directed to the appropriate thread. Most of the time, this happens voluntarily. That is to say, people respect each other's wishes to maintain the integrity of the subject headings. To a certain extent, people allow some flexibility, especially after the posters have gotten to know one another. But if people start complaining, then the posters have an obligation to take the alternative discussions elsewhere.
