To be accurate, the package for "card" Celeron
is not the same as for the socketed Celeron.
The socketed Celeron has PINS. Many PINS.

I would hazard to guess that the cost of
a socketed package is mostly determined by
the cost of precisely micromachined and
golden-plated pins, and not by the substrate
(plastic or ceramics) they are embedded in.

BTW, K6 has less pins than the Celeron.
