I wish I was privvy to that type of information but being somewhat out of the loop I could not state as fact that they did. Although most people in the industry will agree by this explaination/definition:

"To qualify for the Certified for Windows logo, your application must be tested by VeriTest for compliance with the Application Specification for Windows 2000. You may choose any combination of platforms, provided that at least one of the Windows 2000 operating systems is included.
Applications may carry the "Certified for Microsoft Windows" logo, once they have passed compliance testing and have executed a logo license agreement with Microsoft. The logo you receive will indicate the version(s) of Windows for which your product is certified."

The specification provides developers with detailed guidelines for integrating with Active Directory, implementing single sign-on and supporting clustering. Applications that meet the requirements defined in the specifications are eligible to carry the Certified for Microsoft Windows 2000 logo.

Whether applying for formal certification or not, the new Windows 2000 Server specification is the best place to learn how to design a good server application for Windows 2000. .

The Standard for Windows-based Applications

Microsoft has introduced a new certification program for applications to help customers identify reliable and manageable applications. Microsoft recommends to customers that they look first to Certified application for their computing needs.

Again I am not in the know just how they explained this to the respondants but seeing that their survey was aimed at the developer community - I could not bear to think these people did not recognize the implications of the survey!

Otherwise as you state, the survey would be flawed and Oswald DIDN'T shoot Kennedy, it was a conspiracy!
