My understanding is that IJ is willing to grow the market in Europe, but Nok, and the other European companies feel they can still excel without Qcom. Or that they would only make a deal with Qcom on their terms. I think IJ believes that with time it would become obvious what a strong position he is in and that they would be more willing to share the pie with Qcom. Going through Korea (Asia) is another way of demonstrating this strength.

Which means for now it is costing us money, but that they will eventually come round. I also feel that with VOIP around the corner, which will decrease profit margins on voice market, there will be more pressure on these companies to go into the data transmission market faster, in order to increase otherwise decreasing profit margins.
