I don't think so. HDR is a spread-spectrum CDMA technology but I am not familiar enough with it to fully understand what Gilder is referring to but I suspect that since data is bursty in nature and HDR allows up to ~500msec delay to increase capacity, that these delays are time controlled using some early TDMA patents developed by Jacobs and team at Linkabit. That's my guess.
