One way to deal with the unsolicited travel scammers is to use the answering machine to screen calls. A lot of the random dial software now skips on when dealing with a machine. This technique works for a great many of the other annoying telemarketing calls as well and spares a person the necessity of having to refuse solicitations throughout the day.

However, we have entered the age of unsolicited travel offers through the fax, which is not only irritating but also wastes paper. Grrr....
