The NHPD does NOT want to hear anything about a random killing. The citizens of New Haven don't want to hear about a random killing. It's too scary. It is better to name a suspect without any evidence and tell the public they are keeping an eye on him so that the upstanding citizens can get a good night's sleep. It's as simple as that. The cops know they don't have a prayer of catching a random killer so they took the easy way out. Everybody is happy except Jim. You can bet the cops aren't losing any sleep over Jim.
