Joseph, these are not dumb questions. Like you I gather this information from Fed Funds futures contract and how they are trading at a premium to stated 5.5% rate. I don't know how else to figure it out without the futures. Sorry I can be of no further help here. I think your number 2 question answers it.

Bond pits have already factored the higher premium in and is ahead of the curve. Mr G has to play catch-up and raise to reinforce his credibility that he is serious about raising rates b/c in order to slow overheating economy and hence inflation fears to bond market.
