Means testing should be applied to SS but not in the conventional sense. Detailed records should be kept of every penny - who paid what in and when. Compound interest should be computed using formulae for inflation. Honest formulae - ones that include the price of a 30000 mile checkup or a week in intensive care. The IRS requires it of us; let's require it of the SS administrators.
Then each individual account will have a real balance that can then be arranged for annuity style disbursement. Those who didn't pay much in would get little out.
