``For the first time this new war recalls the events of 1994-96,' it said, referring to the first war which ended with the humiliating pullout of Russian troops from Chechnya.

Acting President Vladimir Putin owes his popularity to the relative success so far of the Chechen operation he launched, but knows that mounting reversals could eat into his commanding lead in the presidential election campaign.

Putin chaired a security meeting in the Kremlin on Tuesday dedicated to the Chechnya crisis, news agencies said.

Kazantsev denied any link between the military operation and Russia's election race.

``It is nonsense to believe that the election and the Chechnya operation are connected,' Itar-Tass news agency quoted him as saying. Kazantsev also said he believed the military campaign would be completed before the March 26 election. [snip]

Putin is slowly sinking into the Chechnyan quagmire.... Not only does he owe his overnight rise to power to Yeltsin's entourage, he's also currently hostage to the military.

The stalemated guerrilla in Grozny does not bode well for Putin --especially if another couple of appartment bombings strike Moscow one week prior to the March 26 poll....

Besides, the French TV reported that General Alexander I. Lebed has sent relief supplies to Chechnyan civilians....
