Cable is already wired into most homes.

The cable must be upgraded for two way transmission. Additionally, at present, a technician must come into your home to install a separate line to the pc, a network interface card (NIC), and modem.

However, phones are in even more homes.

Those phone lines typically have been optimized for analog voice quality - not digital transmission. In some cases, if you want high speed DSL, you'll need to string a new line from the central office to your house.
