The sense for strategy does not stand as an entity. It is a component of character, intelligence and experience. The former two are Keyes' strong points, but the latter attribute does not suffer so much below Dubya as to justify overlooking Keyes. Keyes has had some leadership experience, and even a little goes far when one is strong on intelligence and character.

I dare say Keyes' relationship with the military would be far better than that enjoyed by Jimmy Carter, a man who apparently had intelligence and experience, but lacked sufficient character to make tough choices and delegate responsibly. He will certainly enjoy a better military relationship than does Bill Clinton and Al Gore, two men who have sufficient intelligence and experience, but who are woefully deficient in character. To tell you the truth, I think Keyes' military relationship would be better than that enjoyed even by Dubya, a man short on intelligence and character, but who has sufficient experience. Keyes, in the face of hostility, seems flatly unwilling to use the military for global social experiments such as the Kosovo conflict and domestic social experiments such as "Don't Ask Don't Tell." Dubya just wants to get elected, much as was the case with Bill Clinton and is the case with Al Gore.
