A correction to your perception...(while donning my asbestos suit)

CDMA infrastructure is much better than analog, and quite a bit better than TDMA systems, from a capacity viewpoint.
The 'phones, per se are no better.

To date, the data rate offered by current CDMA systems (IS-95) is
no better than TDMA andarguably inferior e.g PHS offers 64kbit.

Potentially, CDMA based systems could offer higher data rates (as there is a debate whether GSM's EDGE will work in the field) but we are a couple of years away from the answer.

I don't know of any company offering modem cards today, although I', sure companies are working on them.
