I just got off the phone with customer service whose response time is way quicker than Waterhouse Securities.

The free trading for accounts over 100,000 applies both to non-IRA and IRA/SEP accounts.

I'm thinking seriously about transferring my funds from Waterhouse to AmEx but I first would like more input from investors who have already utilized the AmEx trading site.
