I think there are three major factions at work here.
1) Passionate Old SI loyalists. We know who we are and what we want.
2) Those who think new SI is a big step forward, either operationally or for other reasons. The power traders and the GNET longs show up in this group.
3) The vast apathetic majority.

Voluntary polls could only mobilize groups 1 and 2. Group 3 continued doing whatever it does.
