QCOM is talking to Seimens regarding multimode (CDMA/TDMA/GSM) chipset development

What lends credence to this possibility is the intellectual property issue. From the little I understand (and have read in previous posts) about the IPR issues, QCOM cannot afford to buy a GSM company and then have to renegotiate the GSM rights with the European heavies who will demand quid pro quo (as Hannibal said to Clarice) for CDMA technology use.

A much better route for QCOM is joint venture with a European heavy who can contribute lots of GSM IPR. Would I be correct to assume that Siemens has this?
