It may or may not be licensed in Aruba, and if it's not, how far out to sea the exclusion zone goes would be an interesting question. As for rates, GMPCS ought to charge calls originating in the Caribbean according to this clause: "Airtime charges are for calls from anywhere in the United States or Canada to anywhere in the United States or Canada. Calls to other destinations are subject to additional International long distance charges. Satellite roaming charges for calls originating in Globalstar Service Areas outside of the United States or Canada will be charged at $1.99 per minute plus the applicable long distance charge from the remote hub handling the call to the destination."
