SM is running a small organization that is in the middle of all or many of these existing opportunities.

He has to get his whole operation up and running, on a tight deadline,when up and running has never been done before. As leader,that is his first job.

If he doesn't do that, looking back at the failure will be very painful, especially if he allowed himself to be pulled off task by trying to hire executives (very time consuming), making sure the web site was focused on (not the best use of every available hand, if everyone is making sure that the NOC and software can do their thing).

Every thing that he wants for the company could come true, if he could just fulfill the company's promise.

With this focus, and his personality, he might shut out the world, make the operation as lean as possible, and not worry about extraneous stuff like the website, filling positions that don't really need to fill now, promotions for future work, etc. After all, there is no future if he blows On Star. And if he pulls On Star off, the world is his oyster.

From that perspective SM's behavior is logical.

However, if he had real leadership ability, he would talk to the faithful and the uninitiated in a way that let us know that these were his decisions and that he is in charge. It does not tale that much time to let the troops know that the man at the top has got it all under control.
