A J you may misunderstand. The Newfoundland Government is not forcing Inco to develop anything. They are merely saying if you are going to develop the mine you must do it a certain way. Otherwise you don't develop it. Simple. Who said anyone was being forced to develop the mine. I never heard that before. Ray
