buy a base configuration and don't change it for the life of the product.
That pretty much defines Optiplex. Standardize on a new model and Dell pretty much guarantees that you can get that same model for about 5 years. The difference I think is that each company can decide the configuration or range of configurations for that model through the build to order process. Dell will then supply it, fully loaded with the software that was also standardized, configured with network settings, and all available with a click of the mouse on the premier web page.

The iPaq is just a WebPC with a less colorfull package. Compaq decides the standard for you. Dell could easily copy this if the marketing team thought it would be profitable enough to push down the crowded factory lines.
