I had a TWX repair fella here about a month ago to re-arrange some cabling on the side of the house. He told me that our district had already had fiber pulled throughout it for some time. It's for this reason that I'm interpreting "upgrades" to mean outside plant, only. It sure isn't ready in my den. While I'm on the topic, several large ILECs are also complete where outside plant upgrades are concerned in several large urban areas. They simply haven't hung anything on the ends of those strands, yet. But unlike TWX, they're keeping it mum.
