Ray, my point regarding Hibernia is that if the Province had insisted on the oil being refined in Newfoundland, the project would still be on the drawing board. Because a lot of federal money was involved the Province was more flexible. In the case of Voisey's Bay, we are dealing more with private sector money so Tobin can afford to be more rigid and come out looking like the dragon slayer.
