I didn't see the CNBC piece you are referring to but if you want free level II you can get it from AB Watley. I don't use Watley myself, but a different direct access broker. Watley has something called Ultimate Trader Free. I think them paying just 1.5% interest on idle cash helps to offer the Level II as a freebie. But for any active trader who doesn't have his/her money sitting idle this may be a decent option. They have a demo version of the software you can try out also.
