I don't know those terms. But in the last CC, in one of the slide shows posted at the time of the call,(I can't find a link anymore, so I'm forced to go from memory) cash flow requirements for Y2K were shown as flat or decreasing due to the near completion of the Dresden plant (they increased during 1999). The slide, and commentary that went with the slide, said that total cash flow used by Dresden would be declining during the year, not increasing, and that because of that, total costs would be level or decreasing next year - despite the production ramp up at Dresden.

Given how careful AMD has been since the shareholder suits charging overly optimistic forecasts, I would interpret this as a pretty clear signal that there will not be any surge in cash demands from Dresden due to loan payments starting or anything else.
