It is in it's early stages, but they are starting to build the sat as we speak. That is the part that takes the most time. The sat will have 40 spot beams, each covering a few hundred miles. I would imagine jamming it would be quite a difficult task. Encryption technology for TT&C of sats has become quite sophisticated since Captain Video had his fun(I remember, Frank!).
