I dont think Leap will be able to autbid NEXTL and other big boys. Frankly i dont think they could outbid salmasi. In the LWIN scenario, NXTL & the big boys wouldn't be eligible: In the scheduled re-auction, Leap believes the FCC should follow the procedures of its 1999 re-auction and should maintain its existing policy of preserving C- and F-block PCS operating licenses for ``designated entities.'
