LWIN has to separate more from Qualcomm, not ask for more financial assistance to qualify for designated entity status. (FCC ruling July 99)

LWIN had to adjust Q's potential holdings in Leap, and reduce level of reliance on its Q credit line in order to qualify for DES, entitling LWIN, as a small business, to preferential pricing and payment terms when acquiring spectrum.
