I think the focus is consistent. These funds are not keeping up the the DOW because they don't invest in the large cap stocks. When the NASDAQ and small caps come back into favor these funds will come back as well. You need to look at the holdings, some of the stocks in growth have been killed. (ie. cascade, et al) If you keep a close eye on these funds you will notice that these guys bought more on the big down days... When they recover (and they will) hold on as the recovery will be swift.
When...is the big question. I am down 25%+as well but buying more each month.
